Cause of Rift:

Services were extended to pensioners only of Army and it was made compulsory to get deductions to avail facility.

1997, ex-service pensioners replaces by ex-servicemen by defence ministry and facilities to those veterans released with gratuity and status of ex-serviceman.

Pensioners were not affected by this as they were entitled to complete Ex-servicemen Contributory Health Scheme (ECHS) since 2003.

Defence minister intervened and came down heavily on DGAFMS for resisting claims of ex-servicemen which includes word war-II veterans , SSCOs and ECOs.
