Medical Facilities for Short-service Officers in Army

Good news for SSCOs and ECOs (retired short service and emergency commissioned officers) as Supreme Court ordered restoration of Medical facilities in next two months.

The MOD (Ministry of Defence) gave proposal of coming up with medical scheme and sought 6 months time which was clearly refused by Supreme Court.

Timeline:

1 Director General of Armed Forces Medical Services (DGAFMS) withdrawn Medical Services to non-pensioner military veterans in 2009.

2 The order challenged in AFT Chandigarh Bench in 2011 where restoration of Medical facilities ordered.

3 MOD (Ministry of Defence) appealed in Supreme Court against the said orders in the same year i.e 2011

4 SC asked MOD to resolve matter before Feb 2018 on considering the panel report.

Cause of Rift:

1 Services were extended to pensioners only of Army and it was made compulsory to get deductions to avail facility.

2 1997, ex-service pensioners replaces by ex-servicemen by defence ministry and facilities to those veterans released with gratuity and status of ex-serviceman.

3 Pensioners were not affected by this as they were entitled to complete Ex-servicemen Contributory Health Scheme (ECHS) since 2003.

4 Defence minister intervened and came down heavily on DGAFMS for resisting claims of ex-servicemen which includes word war-II veterans , SSCOs and ECOs.

Army veterans would be happy to see case rolling in their favour but the behaviour of previous senior officers opposing the facilities were condemnable and not liked by veterans.

5 Then the case listed for Nov, 2018 where a day’s time sought by MOD . Today MOD sought 6 months time which was refused.

6 Now SC has given 2 months i.e Feb 11, 2019 for restoration of facilities to affected personnel’s.

7 Till then AFT Chandigarh order of 2011 is to be continued.
