Nri Police Complaints in Punjab and Haryana

Role of NRI Wing PoliceStation

The Government of Punjab established more than 10 NRI Wing Police Stations for the quick action on of complaints that involve Non-Resident Indians (NRIs). There are 11 NRI police stations and as per the notification by the state government, all district police comes under the jurisdiction of NRI police stations.

Main objectives of the NRI wing police station

  • To help the NRIs in protecting the rights related to property matters
  • To help NRIs in the investment in Punjab
  • To provide a forum for the NRIs through which their relatives caninteract with them.
  • To provide facilities to NRI in Punjab.

But in the year 2013, the NRI police stations failed to dispose of the 1,304 registered complaints contrary to the directions given by the apex court to register FIR immediately.In the region ofDoaba region, almost 3,572 complaints were received but only 271 FIRs wereregistered in the previous years.

In the case of LalitaKumari v. Uttar Pradesh, the apex court had directed the police to register a first-information report (FIR) in every cognizable offense. It was held that any failure to register an FIR on receipt of information about a cognizable offense, the police officers can be prosecuted under Section 166A of the Indian Penal Code or a departmental action can be taken or both.

Many cases involve the matters of property and matrimonial disputes pertaining to NRIs. The objective behind the establishment of the NRI wing police station was to safeguard the interests of the NRIs, but it is proving to be contrary to that.

Facts of the Similar Case:

  • Three brothers residing in Canada had filed a complaint against a builder of Kharar but no action was taken. High Court has issued a notice to the NRI police.
  • The High court has examined the previous eight years’ investigation done by the NRI police.
  • Satnam Singh, the assistant of Punjab against Corruption society has told that the three brothers of village santé majra had purchased three plots in Shivalik city. The payment to the builder was also given.

  • But the builder was unable to give possession of the plots. The builder finally talked about allotting the plot at Sector 116 in Gulmehar City.
  • But no plot was allotted even there. Then the complainants were promised to give Rs. 90 lakh but the builder didn’t give that too.
  • Satnam from Punjab against Corruption Society has said that they are helping the three complainants but NRI wing police had ignored the complaint.
  • The society then filed a complaint in High Court.
