ACP (Assured Career Progression) grant in Chandigarh, primarily governed by Chandigarh Administration (adopting Punjab/Haryana rules) and UT-specific policies, provides financial upgradation upon completion of 4/9/14 or 10/20/30 years of service. Key issues include the mandatory 4/9/14 option for some, 1st ACP eligibility after service regularization, and the requirement of ICT skills.
Key Aspects of ACP Grant in Chandigarh
-
- Scheme Types: Chandigarh follows either the 4/9/14 years scheme or the 10/20/30 years (MACP) structure.
- Eligibility: Employees must have completed the specified years of regular satisfactory service.
- Key Issues in Disputes:
- Delayed Benefit: Cases often involve delays in granting benefits for Junior Engineers and other officials.
- Option Selection: Disputes arise over the deadline for opting into the 4/9/14 scheme.
- Work-Charge Service: Whether work-charge service counts as regular service for ACP.
- Promotion Impact: If a promotion occurs, eligibility for the next ACP depends on the completion of service on the promotional post without financial upgradation.
Recent Developments (2024-2025):
- Regularized Employees: Policies for granting 1st ACP to employees regularized under 2014 policies.
- Medical Officers: Reinstatement of modified ACP for PCMS doctors.
- Police: ICT skill training is now mandatory for ACP up to age 55.
